Project Team

On the ground, IPR2 is implemented by a Chinese Project Task Force (PTF) under the authority of the Ministry of Commerce of P.R. China, together with the EU-supported Technical Assistance Team (TAT) in implementing day to day activities and monitoring and reporting on results.

The European Patent Office (EPO) manages the provision of technical expertise through a Technical Assistance Unit in Beijing (TAU) and is reinforced by a European Support Unit (ESU) based at EPO headquarters in Munich, Germany. The PTF and TAT work together at the project office in Yonghe Plaza in Beijing.

A Project Steering Committee (PSC) oversees project implementation and approves Overall and Annual Work Plans of activities. It is composed of representatives from the Ministry of Commerce, the European Commission, Chinese beneficiaries, the Project Task Force and Technical Assistance Team as well as other stakeholders.

Mr. Qian Liyong joined IPR2 at the start of the Project as Project Director and is responsible for the overall management of the Project. He has worked for the China International Centre for Economic and Technical Exchanges (CICETE) as a Programme Officer of the UNDP Human Resource Development Project and for the State Administration of Foreign Experts Affairs (SAFEA) as a government officer for administration of overseas training for China.

Ms Lei Lei joined the IPR2 Project Task Force team as a Project Accountant in late 2007. Lei Lei obtained a Master of Economics from Dongbei University of Finance and Economics in 2003 and has worked as a translator of PMP training courses working with PMI experts for BMMTEC in Beijing; for KPMG’s accounting service department as payroll advisor and later for KCS Limited.

Ms Fang Ying joined the IPR2 Project Task Force team as a Project Manager in late 2007. Fang Ying graduated from the University of International Relations, Beijing. Before joining the IPR2 Project, she worked as Assistant Manager for Taiqi Chemical Industry Co. (Shanghai & Taiwan); and on the Air China & Hong Kong Dragonair Co-operation Project, where she gained certifications and CAAC Awards.

Li Zhen

Ms Li Zhen joined the IPR2 Project Task Force team as a Project Assistant in late 2008. Li Zhen graduated from Capital Normal University. She previously undertook an internship at the Ullens Center for Contemporary Art in the 798 art zone, assisting in the preparation and exhibition planning for the marketing department. During the 2008 Beijing Olympic Game, she worked as an interpreter in Channel 7 Beijing Media Center, assisting media and journalists for their interviews and reports.

Mr Carlo Pandolfi joined the IPR2 Project in February 2008 as the Team Leader of the Technical Assistance Team in Beijing. Before joining IPR2, Carlo has been involved in international cooperation activities with the European Patent Office for the past 15 years. Initially in charge of the formulation and follow-up of cooperation activities between contracting states and the EPO, he also coordinated the political debate and the revision of the cooperation programmes. Specific interventions also included support in the accession to the European Patent Convention, as well as ad-hoc programmes in IP for the new member countries. Later, the setting up and launch of an EPO liaison Bureau in Brussels became a reality, with the aim of promoting technical cooperation on patent-related matters with the EU institutions. At the same time, Carlo managed IT and IP projects with the Trilateral Partners, namely the EPO, the Japanese Patent Office and the United States Patent Office. Carlo was born in Turin (Italy) in 1959 and holds a University degree in Physics.

Mr Andreas Obst was born in Halle, Germany. After graduation from the Law Faculty of the Albert-Ludwigs-University of Freiburg, he completed his legal traineeship with the Ministry of Justice of Saxony-Anhalt in 1999 and worked in the Hong Kong office of the law firm Robert Wang & Co. In 2000, he earned his master degree in International Business Law at the University of Halle-Wittenberg. Following his admission to the Düsseldorf Bar as Attorney-at-Law in the same year, he worked in the Düsseldorf office of Clifford Chance with a focus on commercial and IP law matters. Before joining IPR2, Andreas worked as a senior legal consultant for the German Development Corporation (GTZ) in the bilateral Sino-German Program “Legal Advisory Service”. In this position, he acted as an advisor and trainer to the Ministry of Commerce and the State Office of Intellectual Property Protection in the area of intellectual property law and advised the Financial and Economic Committee of the National People’s Congress as well as the Budget Affairs Commission of the Standing Committee of the National People’s Congress on economic, financial and fiscal law. Andreas regularly publishes articles on Chinese law in Germany and China.

 

Benoit Misonne, MA (Hons), E.M.B.Sc

After graduating from Herriot-Watt University, Edinburgh in International Business Sciences, Mr Benoit Misonne earned his Master degree in European Advanced Interdisciplinary Studies at the College of Europe, Natolin (Inbev Baillet-Latour Scholarship). His thesis focused on the EU-China Dialogue on the protection of Intellectual Property Rights. Before joining the IPR2 Project in autumn 2007, Benoit accumulated extensive experience in bilateral cooperation between the European Union and the Peoples Republic of China in the field of IPR protection under the EU’s largest trade-related technical assistance project: Under the EU-China Trade Project (EUCTP), Benoit was responsible for planning and implementing a wide range of activities on IPR matters since 2005, building a dynamic bridge between the respective first and second stages of EU-China cooperation in this field. Benoit has co-authored a number of studies and articles, including “The Legislation protecting Intellectual Property Rights and its Enforcement in the European Union and the People's Republic of China”.

 

Tamryn Barker MA(Mktg) BA (Psych)

Ms Tamryn Barker joined the IPR2 Technical Assistance Team in February 2008 and is responsible for ensuring the visibility of the Project towards the numerous public and private-sector stakeholders both in China and Europe. Tamryn has worked with European Commission's co-operation projects and large-scale regional private-sector support programmes since 2002 both in Brussels for the EuropeAid Co-operation Office and for the EC Delegation in Beijing. Within the Delegation Tamryn oversaw the implementation of key bilateral co-operation initiatives such as the EU-China Trade Project and the launch of the IPR2 Project. Tamryn has worked in the mining, energy and technology industries in Australia and the United Kingdom. Tamryn is a British citizen and holds a Master degree in Strategic Marketing and a Bachelor of Arts (Psychology) from the University of Western Australia.

 

Carla del Castillo Fontanals MA (Hons)

Ms Carla del Castillo Fontanals was born in Barcelona, Spain and holds a Master Degree in Contemporary European Studies from the Sussex European Institute (SEI) at the University of Sussex in the UK. Her thesis focused on EU-China political relations in the 21st century. A year later, she was awarded the Asia-Pacific Scholarship from the "Instituto de Crédito Oficial" (ICO) in Spain and moved to China. Carla lectured in European Studies for the School of International Relations in Renmin University of China and has worked within the Good Governance and Rule of Law Sector in the Cooperation Section of the European Commission Delegation to China. At the same time she was awarded the "Canigó" Scholarship from the "Generalitat de Catalunya". Following her interest in EU-China cooperation, Carla joined the EU-China European Studies Centre Programme and designed an empirical study on workplace requirements for Chinese graduates with a background in European Studies. During the year of Spain in China, she worked in the Political Section of the Embassy of Spain. Carla joined the EU-China Project on the Protection of Intellectual Property Rights in November 2007.

Wang Fang

Ms Wang Fang joined the IPR2 Technical Assistance Team as a Project Officer in late 2007. Wang Fang graduated from Beiwai University, Beijing. Before joining the IPR2 Project, she worked as a Project Manager for the German Development Corporation (GTZ) in the bilateral Sino-German Program “Legal Advisory Service”. In the area of intellectual property law, she implemented a number of activities with the Ministry of Commerce and the State Office of Intellectual Property Protection.

Ms Zhang Xiaoying joined the IPR2 Technical Assistance Team as a Project Officer in late 2007. Zhang Xiaoying graduated from Beijing International Studies University (Er Wai University), Beijing. Before joining the IPR2 Project, she worked as a Customer Relations Manager for ZTE Telecommunication Equipment Corporation. She organised and implemented a number of important activities for overseas key operators and government officials.

Zhan Li

Ms Zhan Li joined the IPR2 Technical Assistance Team as Project Officer in late 2009. She has worked extensively on various aspects of IPR protection within the framework of EU’s largest trade-related technical assistance project EU-China Trade Project before the initiation of IPR2 Project. Prior to the EU-China Trade Project, she worked within the Delegation of the European Commission to China and Mongolia overseeing the contractual and financial management of EU’s regional cooperation programmes with Asia and programmes under horizontal thematic budget lines covering both China and Mongolia. She has participated in drafting a project proposal in France in response to the call for proposal of the EU Sixth Framework Programme addressing thematic area of Information Society Technology. The EU Research Framework Programme (RFP) is the largest funding programme for research projects in the world. Zhan Li holds a Master degree in International Industrial Project Management from Ecole Nationale Supérieure des Mines de Saint-Etienne in France and a BA degree in English from Wuhan University.

Marianna Moglia

Ms Marianna Moglia was born in Italy. She studied law at the University of Milan and received her law degree in 2001. From 2002 to 2004 she completed her post-graduate legal training in Milan and Munich. In 2005 she was awarded an LL.M. from the Ludwig-Maximilians Universität in Munich with a master thesis on the patentability of computer-implemented business methods in the United States, Japan and Europe. During her LL.M. programme she worked as stagiaire at the European Patent Office in Munich.

 

Marianna was a scholarship holder at Max Planck Institute for Intellectual Property, Competition and Tax Law in Munich where she is also now completing her Ph.D. in the Patent Law Department. During her doctoral programme she worked as tutor within the Munich Intellectual Property Law Centre LL.M. Programme (MIPLC) from 2004 to 2006. She was responsible for the academic support of students in the different fields of Intellectual Property Law. Before joining the IPR2 Project in August 2008, Marianna worked in the European Patent Academy of the EPO, accumulating experience in the management and training area.

Antje Purucker

Ms Antje Purucker joined the IPR2 Team in January 2008.  Before that Antje has been working as the Secretary of the Directorate for International Co-operation at the European Patent Office. 

 

As the Project Assistant for the EU China IPR2 Project Antje is responsible for the organisational issues of the project activities, this includes practical arrangements as well as the handling of administrative and financial documents.  It also includes regular contacts with internal and external experts.  She also organises meetings and liaises with the European Project Committee of the EU China IPR2 Project and handles general administrative issues related to the daily running of the project.

 

Before joining the EPO, Antje has held positions as Information Specialist in the finance sector and with management consultancies in Germany and the USA.  She studied English Language and Literature and holds a degree as state-certified Translator for English.
