IPR2 and ip4inno, promoting innovation

While Chinese companies are increasing registration and filing of IP rights, a large number of potential users are still not sufficiently aware of how to use and protect their intellectual capital, both at home and abroad. Companies who are aware of the use and importance of IP tend to respect IPRs and prevent infringement. Raising knowledge through training and improving access to online training tools, manuals and relevant IP information systems is essential in helping to significantly increase the capacity of industry to protect their IP using legal means.

China Trademark Laws and Cases

May 2011, Beijing

 

IPR2 has published a summary of the Chinese trademark system and comments and analysis of more than 200 trademark and unfair competition cases and judgements in China from 1993 to 2009. ‘China Trademark Laws & Cases’ provides an overview of the legislative situation of China with regards to its trademark laws and regulations as well as implementation under this legal framework. It includes a summary of the trademark system of China looking at the construction and development of China’s trademark system; and comments and analysis on a large compilation of trademark and unfair competition cases in China, helping to build understanding on how China’s trademark system is operating in practice. EU-China training on IP management

29 November - 3 December 2010, Quanzhou and Nanchang

 

IPR2 co-operated with the Ministry of Science and Technology (MOST) to implement a further two training sessions on the management of intellectual property for officials from local departments responsible for addressing the needs of industry, including IP support services. Some 200 representatives of local Productivity Promotion Centres (PPCs) and industry were trained on the use of tools to help develop IP management strategies, specifically to build SMEs’ capacity to understand how to legally use, valorise and protect IPRs.

Chinese Masters graduates of European IP Law, 2009-2010

November 2010, Munich

 

A first wave of Chinese scholars selected from IP authorities in China to undertake a year-long Master of Laws (LL.M) have successfully completed their year of study at the Munich Intellectual Property Law Center (MIPLC). The prestigious and intensive course covers the legal framework of international IP system and IP enforcement. Wim van der Eijk, Vice-President of the European Patent Office (EPO) addressed the students and congratulated all graduates – 31 scholars from 17 different countries – encouraging them to take their learning into the field, “During your studies you have had the unique opportunity to attend the MIPLC programme and deepen your knowledge on IP. Now it is your role and mandate to spread and implement it further.”

EU-China study tour on innovation and technology transfer

Finland, France and UK, 25 October-3 November 2010

IPR2 supported a study tour to Europe for 6 senior officials from the Ministry of Science and Technology (MOST) and related agencies on the development of innovation and technology transfer policies and their implementation and facilitation, as part of building up the legal use of third party technologies in Europe and China in the medium and long term.

EU-China seminar and workshop on IPR and technology transfer

13-15 October 2010, Shanghai and Ningbo

In co-operation with the Ministry of Science and Technology (MOST), IPR2 held a seminar and successive workshop on IP issues and technology transfer. Some 250 policy makers, local officials, technology transfer officers, academics and industry representatives at the seminar in Shanghai, and some 100 at the workshop in Ningbo discussed their experiences in drafting policies to encourage innovation and the transfer of knowledge and technologies, as well as the mechanisms, paths of sustained technology transfer and IP related issues.

100th anniversary of China’s Copyright Law

14 October 2010, Beijing

Renmin University commemorated the 100-year anniversary of China’s Copyright Law with a forum on the evolution of the Chinese Copyright system. The International Forum on the Centennial of Chinese Copyright Legislation provided an opportunity to reflect on the historical experience of the copyright system, highlight recent adjustments to the new media and online environment and long-term reflections on the protection of traditional culture; as well as draw comparisons between systems in other countries and international developments in general.

EU-China training on IP management for local information industry officials

24-25 June, Qingdao and 28-29 June 2010, Xiamen

IPR2 continued its co-operation with the Ministry of Information Industry and Technology (MIIT) with the implementation of two training sessions on IP management for officials from local departments responsible for servicing industry, in particular small and medium-sized enterprises (SMEs) as well as representatives of industry. More than 120 officials and companies were introduced to tools to help build a strategic IP management approach, relevant to their work in supporting SMEs’ capacity to understand how to legally use, valorise and protect IPRs and developing a sustainable IP environment.

EU-China training on IP management at Jinan University

6-7 April 2010, Guangzhou 

IPR2 co-operated with the College of Intellectual Property of Jinan University in holding a training on the latest developments of IPR in the context of globalisation. The training gathered experts from Europe and China across various faculties to review recent developments in IP protection around the world, including IP litigation trends, experience of enterprises in advanced countries in IPR management and IPR protection and strategies of protection in emerging countries. It addressed IP professionals in Guangdong province, including judges, lawyers, academia, government officials, and graduate students from the IP College and the College of Economics at Jinan University; with the aim of increasing local awareness of IPR protection and promoting IPR protection work among companies in the Pearl River Delta.

EU-China study tour on management of IP in Science and Technology programmes Print

2-13 March 2010, Germany, Belgium and Sweden

IPR2 supported a study tour for 5 senior officials from the Ministry of Science and Technology (MOST) on the management of intellectual property in Science and Technology programmes. The Department of Laws and Regulation of the Ministry of Science and Technology of the P. R. China (MOST), headed by Ms Lin Xin, Division Director General in the Department of Laws and Regulations visited EU and Member State ministries, technology transfer agencies, public and private sector institutions and industry in Munich, Bonn, Brussels and Stockholm. The study tour aimed to inform MOST on the function and use of IPRs, in order to build its IP management capabilities towards developing a more transparent, predictable IP environment and intensified legal use of IP.

EU-China training course on administrative patent enforcement Print

25-30 January 2010, Xiamen

IPR2 organised an in-depth training for ground-level enforcement officials on substantive and procedural law related to administrative patent enforcement in China, in co-operation with the State Intellectual Property Office (SIPO) and Xiamen University's  IP Institute. The 4-day training helped to build the capacity of 20 enforcement officials from the local IP Offices of 4 provinces on the administrative patent enforcement system as well as on patent protection at customs and trade fairs, contributing to their daily work in handling patent infringement cases.

Long-term training on European IP Law, 2009-2010 Print

12 January 2010, Beijing 

Five Chinese scholars selected from IP authorities in China to undertake a year-long Master of Laws (LL.M) at the Munich Intellectual Property Law Center (MIPLC) have successfully completed their first three months of study. The intensive course covers the legal framework of international IP system and IP enforcement. As part of completing the LL.M, the students are required to undertake 30 subjects, a thesis and internship.  After the first three months, the students have reported that it is both an intellectual challenge and cultural experience, with distinguished professors and classmates, many of which are practicing IP professionals, including lawyers, examiners, law makers, patent attorneys, judges, scientists, economists, and musicians from 17 countries on 5 continents.

EU-China training on IP European Intellectual Property Law

The China Europe School of Law (CESL) is hosting a training course for IP professionals on European Intellectual Property Law in co-operation with IPR2. The three-day training will provide an overview of European IP law, its protection and enforcement in Europe and aims to improve the knowledge of Chinese professionals involved in legal and business transactions with Europe to enable successful outbound business transactions involving IP issues.

EU-China training on patent enforcement Print

23-24 March, Shanghai and 26-27 March 2009, Fuzhou

IPR2 supported training for 120 local enforcement officials, in co-operation with the State Intellectual Property Office (SIPO) and the Shanghai Intellectual Property Administration in Shanghai and the Fujian Intellectual Property Office in Fuzhou. Practicing patent lawyers and judges talked about the legal framework for enforcement of invention/utility model patents and design patents in relation to real-world patent infringement cases and a comparative analysis of the respective systems in China and Europe.

Symposium on "Opportunity and Challenge of Intellectual Property in New Economy Era" Print

A Symposium on the “Opportunity and Challenge of Intellectual Property in the New Economy Era” took place at Peking University on 17 December 2008, partly supported by IPR2. At the same time, the Symposium launched Peking University’s Institute for International Intellectual Property. The occasion was referred to by several of the eminent international and Chinese academics and practitioners present as an “historic event” which will be seen as significant to the progress of the Chinese economy and which has a key role in contributing to the vision of an IP system led by law.

EU-China study tour on the Interface between IPR and Standards Print

IPR2 supported a study tour by senior officials from the Ministry of Industry and Information Technology (MIIT) to London, Brussels and Munich to engage the relevant authorities, standardisation bodies, industry and academia in a comprehensive dialogue on the technical issues that exist between IP rights and standards, as part of working together towards fostering equilibrium between standards and IPRs.
