EU-China study tour on implementation of Anti-Unfair Competition Law |
|

4–14 July 2010, UK, France, Germany IPR2 organised a ten-day study tour to the UK, France and Germany for officials from anti-unfair competition departments of the State Administration for Industry and Commerce (SAIC) and local AIC offices of Shanghai, Shandong, Chongqing and Xinjiang, as part of building knowledge on the European anti-unfair competition system and increasing exchanges between Chinese and European officials and experts on the implementation of anti-unfair competition legislation.

EU-China training of trainers for IP protection at trade fairs |

12-16 July 2010, Wenzhou, Hangzhou, Beijing
IPR2, together with the China Council for the Promotion of International Trade (CCPIT) and the Ministry of Commerce (MOFCOM) implemented a series of training sessions for Chinese companies and government officials on how to protect IP at trade fairs. European experts presented the leading IP protection measures in Europe, and explained how companies can prepare to make use of the system.

EU-China conference on the interface between Competition and Intellectual Property Law |

10-11 June 2010, Dalian IPR2 together with the Supreme People’s Court (SPC), the Liaoning High People’s Court and the Dalian Intermediate People’s Court organised a conference and workshop on the interface between Competition and IP Law, involving more than 100 judges from the SPC, Chinese High Courts and Intermediary Courts in different jurisdictions, members of the Patent Re-examination Board, academia and companies. By sharing European best practice and experience on the development of its legislative framework in enforcing competition and IP laws, the conference helped to support the Chinese judiciary with their adjudication and judicial interpretation work. |

EU-China training with the National Judges College |

18 May 2010, Beijing IPR2 supported the National Judges College (NJC), China's training institution for the courts, under the Supreme People's Court (SPC). More than 200 members of the High, Intermediary and Local Courts received training on European and international experiences of judicial protection of IP rights as part of building their capacity to adjudicate and handle IP cases and to promote further exchanges in this field. |

EU-China study tour on on-line copyright protection |

A delegation of judiciary from the Supreme People's Court (SPC), Chinese High Courts and Intermediary Courts participated in a study tour to Europe on the protection of copyrights on the internet. Six judges, experienced in the adjudication of cases of online piracy, were informed on European procedures for protecting copyrights on the internet and the latest developments of legislation and landmark cases in this field, as part of helping to increase capacity to adjudicate and handle IP cases and build long-term links with European judicial counterparts.

11-16 April, Frankfurt and 19-24 April 2010, Hanover, Germany In 2010, IPR2 is continuing its co-operation with the Ministry of Commerce (MOFCOM) and the China Council for the Promotion of International Trade (CCPIT) to support the protection of intellectual property at trade fairs with information and mediation support at two of the world’s most significant exhibitions in Germany – Frankfurt Messe and Hanover Messe. |

EU-China training on criminal IPR enforcement |

Dongguan, 7-9 April and 13-15 April 2010, Wuhan IPR2 held two three-day trainings with the Supreme People’s Procuratorate (SPP) on criminal enforcement of IP rights for local procuratorates and prosecutors. The training contributed to increasing the qualifications of the 225 prosecutors who participated, in terms of handling IPR cases as well as increasing the exchange of information between Chinese prosecutors and enforcement officials and industry right holders on best practices of criminal enforcement. The training aimed to highlight the different concepts linked to the determination and valuation of the ‘infringing mass’ in the EU and China, addressing a series of legislative and technical enforcement questions.

Return to CeBIT: IP protection at trade fairs |

2-6 March 2010, Germany IPR2 is continuing its close co-operation with the Ministry of Commerce (MOFCOM) in providing information and mediation services at trade fairs in Europe. Building on the successful experience at CeBIT 2009 and other European trade fairs, the mediation service returned to CeBIT 2010 to help address and resolve IP disputes for Chinese and European exhibitors. |

EU-China workshop on application of Anti-Monopoly Law in IP |

11-12 March 2010, Changsha IPR2 organised a two-day workshop with the State Administration for Industry and Commerce (SAIC) for enforcement officials from provincial/municipal AIC offices on the implementation of the Anti-Monopoly Law in the IP area with a particular focus on questions related to the abuse of IPR. More than 80 officials participated in in-depth discussions led by European and Chinese experts on the link between Competition Law and IP protection and interrelated topics on the Chinese and European legal systems as well as respective remedy framework.

EU-China Customs Action Plan: 2nd Expert Group meeting |

17-18 March 2010, Beijing The second meeting between EU and China IPR customs experts was held with the General Administration of Customs of China (GACC) with the support of IPR2, as part of implementing the EU-China Customs Action Plan launched in January 2009. The two-day meeting focused on developing a systematic exchange of statistical information and building a network of seaport and airport customs authorities. It was held attended by local customs officials from Shanghai, Ningbo, Shenzhen, Beijing, Guangzhou, Xiamen and Huangpu Customs, GACC, the European Commission's DG TAXUD and customs officials from France, Germany, Hungary, Italy, Luxembourg, the Netherlands, Spain and the UK.

EU-China study tour on strengthening criminal IPR enforcement |

1-3 February 2010, United Kingdom A delegation of officials from the Ministry of Public Security (MPS) visited London on a study tour supported by IPR2 towards strengthening criminal enforcement of intellectual property rights in China. The delegates met with European IPR enforcement experts, police and industry as part of collaborating on advanced enforcement practices; and seeing how enforcement agencies and industry associations involved in anti-counterfeiting and piracy operate on the job.

EU-China workshop on protection of folklore |

23-34 January 2010, Haerbin IPR2 organised a workshop on the protection of folklore in co-operation with the National Copyright Administration of China (NCAC), with 75 participants including NCAC officials, judiciary and academics. The workshop provided an overview of the existing mechanisms and practices in China and Europe and offered an interesting opportunity for interactive dialogue and open debate between the different participants.

It follows the Seminar on the Judicial Protection of Copyrights on the Internet, held in co-operation with the Supreme People’s Court (SPC), by way of informing the Chinese judiciary of existing European mechanisms and practices for protecting copyrights on-line, enhancing understanding of European and international practices of IPR protection, including handling evidence, procedures and remedies for actions to enforce online copyright to help increase the capacity for adjudicating and handling such cases. EU-China Customs co-operation: Counterfeiting and Piracy - The Risks for Consumers |

23-27 November 2009, Shanghai IPR2 supported an event between China and Europe’s customs authorities, together with industry, as part of implementing the EU-China Customs Action Plan launched earlier this year. It aimed to build direct contacts between customs administrations and the business community, by gathering best practices and advice from industry on the ways and means to improve cooperation, specifically in the personal care products, auto parts and chemicals industries.

International exchange on the legal challenges of copyright protection |

18 November 2009, Wuhan Led by Vice-Minister Yan Xiaohong from the National Copyright Administration of China (NCAC) and Dr. Michael Pulch, Minister Counsellor from the Delegation of the European Commission to China, a two-day conference on global trends in copyright protection and the challenges facing creative industries was opened in Wuhan. The conference, hosted by the Zhongnan University of Economics and Law (ZUEL) and attended by close to 150 participants from international copyright related government bodies – legislators and enforcement bodies, courts, industry and academia – is a joint initiative between the NCAC, the EU-China IPR2 Project, the US Chamber of Commerce, the Quality Brand Protection Committee (QBPC) and the US Patent and Trademark Office (USPTO). |

25-29 July 2009, Wuhan IPR2, together with the Ministry of Public Security (MPS), organised training for local criminal enforcement and public security officials on experiences and best practices of criminal IPR enforcement. The training aimed to provide comprehensive information and best practices on criminal IP enforcement and the transfer of cases, provide a platform for experience sharing between Chinese and European IP prosecutors and increase understanding of the most relevant issues for adjudication and handling of criminal IP cases in the officials’ daily work.
