24-25 June, Qingdao and 28-29 June 2010, Xiamen IPR2 continued its co-operation with the Ministry of Information Industry and Technology (MIIT) with the implementation of two training sessions on IP management for officials from local departments responsible for servicing industry, in particular small and medium-sized enterprises (SMEs) as well as representatives of industry. More than 120 officials and companies were introduced to tools to help build a strategic IP management approach, relevant to their work in supporting SMEs’ capacity to understand how to legally use, valorise and protect IPRs and developing a sustainable IP environment.
The training is part of opening access to information channels on IP laws, policies and patents in Europe and encouraging use of EU and Chinese IP resources, adopting various IP strategies and putting necessary local policies in place to help develop a fair and sustainable IP environment. Furthermore, the training contributed to a better understanding of IPR laws, licensing models and enforcement practices and a greater understanding of European and international practice of IPR protection among the officials. While Chinese companies are increasing registration and filing of IP rights, a large number of potential users are still not sufficiently aware of how to use and protect their intellectual capital, both at home and abroad. Enterprises that are aware of the use and importance of IP tend to prevent and lower the number of infringements. Therefore, raising knowledge through training and improving access to information and tools for MIIT’s local department servicing SMEs on how to develop IP management and enforcement strategies are crucial in helping to significantly increase the capacity of industry to protect their IP using legal means.
The technical content of the training included: Practical tools and case studies on the use and importance of IP rights to prevent and lower the number of infringements covering the acquisition, valuation and enforcement of rights; Case studies on designing an IP strategy; General information on the IPR environment in Europe: IP portfolio evaluation and acquisition and management of rights and enforcement mechanisms in the EU

MIIT is the state agency in China responsible for regulation and development of the postal service, internet, wireless, broadcasting, communications, production of electronic and information goods, software industry and the promotion of the national knowledge economy. It is in charge for drafting industry policies, monitoring, promoting development of the industry, as well as determining relevant industry standards.
